Peter was born in Staten Island, New York on August 22, 1939 to Mary and Henry Bernard. He graduated with honors from New York University with a Bachelor of Science degree in Physics in 1961. Upon his graduation he became a scientific programmer at American Electric Power in New York City. He then joined the software company Control Data Corporation. Subsequently he formed a software company called SSI and was responsible for producing a software development tool called Metavision.
On August 31, 1967, he married Dorice Walley, a programmer in American Electric Power. In 1989, Peter and Dorice moved from Brooklyn, New York to Mount Pleasant, South Carolina. As a retiree Peter became president of the Home Owners Association in Ravens Run subdivision, where he and his wife lived. After two years he succeeded in bringing the subdivision into the Town of Mount Pleasant.
In addition to his Bachelor of Science degree in Physics Peter took many courses in History at the College of Charleston. as a senior citizen.
Peter was a member of Christ Our King Catholic Church in Mount Pleasant. He died on November 10, 2021 in Mount Pleasant. He is survived by his wife Dorice Bernard and his sisters, Mary Mahoney, Susan Sabbatini and JoEllen Bernard.

A Mass of Christian Burial will be held on Thursday, November 18, 2021 at 10:30 AM at Christ Our King Catholic Church, 1122 Russell Drive, Mount Pleasant, South Carolina 29464, with burial following at Mount Pleasant Memorial Gardens, 1308 Mathis Ferry Road, Mount Pleasant, South Carolina 29464.
